The National Healthy Start Association (NHSA) seeks a visionary, high energy and politically well-informed leader with executive presence that will be passionate about NHSA’s mission. The candidate will have a proven record of accomplishment of success as an executive, preferably in a membership association, though candidates will be considered from other nonprofits or businesses. The successful candidate must demonstrate the ability to motivate, engage and energize association members and Board members; substantially raise the level of national visibility of the organization, and foster appropriate, mission directed, strategic growth in accordance with the association’s strategic plan. The candidate should also have a demonstrated knowledge of or ability to quickly learn the broad and diverse national community in which NHSA operates. The Executive Director shall provide leadership, vision, strategic direction, and hands-on operations management to fulfill NHSA’s mission and meet its performance goals and objectives.

The mission of the National Healthy Start Association is to promote the development of community-based maternal and child health programs, particularly those addressing the issues of infant mortality, low birth weight and racial disparities in perinatal outcomes. As part of its mission, the NHSA supports the expansion of a wide range of activities and efforts that are rooted in the community and actively involve community residents in their design and implementation.

Founded in 1997, the association has over 90-100% membership of the approximately 100 federally funded Healthy Start sites with primary funding from the Health Resources and Services Administration (HRSA) maternal Child Health Bureau of the Division of Perinatal System and Women’s Health. Key priorities include development and implementation of the assessment of the 2008-2011 Strategic Plan in order to focus on the NHSA’s strategic directions for the immediate future; Continuing to build upon the NHSA Annual Spring Conference and Leadership Institute to strengthen nationwide membership and support; Strengthen the legislative marketing and educational efforts for Healthy Start support and sustainability, and working in partnership with the Board of Directors to meet the association’s mission, goals and objectives.

Results: The individual is a systems thinker who is customer focused and goal driven. This individual identifies relevant information and helps transform this information into individual and organizational knowledge and learning. The individual should be action oriented and innovative. The individual anticipates and solves problems and takes advantage of opportunities, is a self-starter and team player.

Business Savvy: As the Association’s leader, the individual must have knowledge of and experience in management and administration. Knowledge in the areas of human services, financial management, and planning and evaluations is required. Knowledge of grant writing is required. Knowledge of fund development is also preferred. A high level of personal and public speaking skills is required to make formal, persuasive presentations to groups and to deal effectively with people from all segments of the local and national community. The individual must be comfortable with diversity and respectful of a wide range of faiths, beliefs and experiences.

Building and Leading change: The individual must possess the skills and abilities of a leader, and should share the Association’s values, mission and vision. The individual must consistently display integrity, build teams, and be able to deal effectively with demanding situations and design and implement innovative interventions. The individual must manage continuity, change and transition well, and must know how to influence and enable others.

STRATEGIC DIRECTION & MANAGEMENT:
Responsible for advancinig a shared vision for the organization’s strategic direction with the Board of Directors. Leads long range planning and organizational development, including goal setting and strategic planning. Leads efforts to cultivate, nurture, retain and expand association membership. Maintains close and collaborative working relationships with the Board Chair, Board of Directors, and Board Committee Chairs. Provides for the flow of information and support to the Board and regularly communicates with it on the status of internal and external issues affecting the organization. Serves as primary liaison with the Board of Directors and facilitates the interaction between staff and Board.

BUDGET/FINANCIAL MANAGEMENT:
Assist in the creation and oversight of the association’s budget; identify challenges, analyze data and monitor the financial operations. Strengthen ties with existing funders, identify new funding opportunities, and oversee the development and management of grants and contracts that meet strategic objectives established by the Board of Directors. Works with the Board Treasurer, and the Finance Committee to prepare the annual budget and modifications, the annual audit and other requirements to ensure compliance with laws and regulations to promote high ethical practices. Monitors contracts and contract personnel to ensure that deliverables are met and reimbursed on a timely basis and that timelines and reimbursements comply with funding sources.

ADMINISTRATION & OPERATIONS:
Assure association compliance with relevant governmental, regulatory and funding source requirements, and with the bylaws, policies and procedures and guidelines established by the Board of Directors. Works closely with staff and/or Board of Directors to ensure that the mission, goals and priorities of the association are effectively being carried out. Facilitates the work of the Board, consultants and others to further develop the association’s governance process in accordance with bylaws. Works with the Board Chair to ensure that all Board members and/or Committees are focused and engaged in their affiliation with NHSA. Review and ensure programmatic and administrative compliance with all funding sources. Prepares and submits reports as requested by funding sources.

PUBLIC RELATIONS AND ADVOCACY:
Serves as Chief spokesperson, representing and promoting NHSA as a leader in Maternal and Child Health. Collaborates with and maintains positive relations with funding sources, community partners, government officials, legislators, organizations and partners that can assist in advancing the association’s mission. In conjunction with Board Committee(s), develop, direct and implement public relations and activities to increase community awareness and knowledge of Healthy Start and related maternal and child and perinatal health care issues. Oversees the preparation of the association’s Annual Report, periodic newsletters and other publications as well as maintenance of the association’s website.

• Extensive experience, background and knowledge that resonates with NHSA’s mission and goals.

• Strategic, analytical, and political thinker with comprehensive understanding of and creditability in the field of maternal and child health care, preferably Healthy Start.

• Experience working with diverse nonprofit board of directors.

• Ability to motivate, evaluate, develop and direct staff, ability to establish, maintain and coordinate collaboration and accountability among staff, consultants and contractors.

• Excellent public speaking, presentation, multitasking, grant and technical writing skills, and strong interpersonal and public relations communications skills.

• Successful progressive senior-level management, leadership, and financial experience with a nonprofit membership organization or association.

• Ability to manage organizational budgets and strategize around budgetary restraints.

• Experience in providing support and leadership through open and regular communications to assist the Board of Directors in meeting their responsibilities.

• Must be proficient in Microsoft office, excel and related software; marketing and media experience.

• A minimum of a Master’s degree in public administration, social work, nursing or a related field, with a minimum of 5-10 years nonprofit or administrative experience. Knowledge of Maternal and Child Health preferred.
