Job Title: Project Coordinator
Dept: FASD Interventions Contract

Salary range: $15.00 - $16.00 hourly
Classification: Full time permanent

JOB Summary: The Project Coordinator is responsible for the overall day-to-day administration of activities and quality control for a complex, multi-site, community-oriented intervention with NPHS program participants for FASD prevention. This contract requires collaboration and coordination among a number of individuals and entities, including NPHS staff at AATCHB and the 16 Reservaton sites, local community advisory boards, and the senior staff of AATCHB, as well as the Board. The Project Coordinator must have both the academic preparation and skills to manage multiple tasks and work effectively with many individuals to produce a successful outcome. The Project Coordinator will be supervised by the NPHS Director. The Coordinator will operate without close day to day supervision, but will be in frequent collaborative contact with the field and central office staff.

Essential Functions Overall Project Management

Quickly become knowledgeable about all aspects of the FASD Brief Intervention protocol.

Quickly become knowledgeable of all requirements and deliverables of the Healthy Start program.

Quickly become knowledgeable about all requirements and procedures for the AATCHB sub-contract with the Northrup-Grumman (funding is initially from SAMHSA).

In close collaboration with the NPHS Director and Data Manager, develop and implement an overall strategy to achieve the goals and objectives of the contract.

Arrange for training of Community Coordinators and Case Managers to implement the brief intervention.

Provide training and support for the Community Coordinators and Case Managers.

Test the knowledge and skill of the Community Coordinators and Case Managers and repeat training until all are able to implement brief intervention smoothly.

Oversee and manage contract-related data collection and storage.

Monitor the activities of the contract staff and consultants.

Meet weekly the NPHS Director to review contract-related activities, achievements, and concerns.

Work closely with the Administrative Officer, Human Resources Manager and Finance Officer for adherence to AATCHB policies and procedures.

Work closely and effectively with the local Community Coordinators and multiple other parties in the communities.

Supervision
Assist the supervision of Community Coordinators and Case Managers each of the reservation sites.

Manage and track the contract budget.

Approve purchase requests.

Monitor and track equipment and supplies.

Support of contract sites.
Work with local tribal administrative officials and AATCHB support staff to secure office space, equipment, supplies, and connectivity for the local integration of the contract into NPHS procedures.

Work with all relevant entities in the specified communities to coordinate preparation for the implementation and conduct of the contract.

Reporting
Provide weekly feedback by telephone to the NPHS Director on adherence to contract procedures and progress toward meeting objectives.

Prepare for the Director a brief monthly written summary of activities, progress, and concerns.
Prepare written quarterly reports on the progress toward the goals and objectives of the FASD
Intervention Contract.

Ensure that all deadlines for contract reports and audits are met.

Compile and submit required reports to the funding agency, with approval of NPHS Director.

Support for NPHS local Consortiums
Ensure that all necessary preparations are completed for sharing information with Consortium meetings.

Serve as the primary staff person for the Steering Committee to ensure that agendas are developed and distributed, call in information is available, and all action items are tracked.

Liaison functions
Serve as the primary liaison between the Director, Management Team Associates and Community Coordinators regarding the Contract.

Track the contract progress and timeline at each site.

Participate in weekly conference calls with Community Coordinators.

Make site visits to each site at least quarterly to get first hand information on all aspects of implementation of the contract.

Administrative support functions
Maintain a tracking system of contract staff, including periods of performance and performance evaluations.

Ensure timely and accurate support to any off site consulting staff for the contract, including travel, timesheets, document transfer, etc.

Travel

Perform an on-site review of each contract site at least quarterly.

Ensure that all contract site travel is coordinated to ensure the maximum efficiency for consultant and staff time at the lowest overall cost. Additional Functions Maintain well-organized filing system for documents and computer files to ensure that all aspects of the conduct of the contract are well-documented and easily retrievable.

Work in a cooperative, professional manner with all AATCHB employees.

Qualifications

BA/BS degree in a health related field, or at least five years successful management of a program in a health-related field.

Demonstrated high level of skill in program management and cultural competence.

Direct experience working with AI/AN community health programs.

Experience and skill in doing presentations for tribal audiences.

Experience in preparing comprehensive program reports.

Evidence of being highly organized and motivated, and being able to manage complex projects with minimal day to day supervision.

A valid drivers license.

Able to pass a background and drug test

Typical Environmental Conditions
The worker is frequently subject to inside environmental conditions, which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions. AATCHB Central Offices are smoke-free buildings.

Travel Requirement
A minimal to moderate level of travel may be required at times. This travel will primarily within the Northern Plains region.
