Northern Plains Healthy Start Project Director Job Description

POSITION TITLE: Director
STATUS: Full-time, exempt status
REPORTS TO: Administrative Officer

JOB DESCRIPTION: The Director is responsible for administration and management of the Northern Plains Healthy Start program. Plans and implements administrative activities that will accomplish the scope of work of the program. The Director is responsible for the overall leadership, management, development, accountability, delivery, and evaluation of the program. The Director supervises all NPHS staff.

The Director will work in a collaborative program leadership team composed of the Director, two Administrative Coordinators/Associate Directors, the NPTEC MCH Epidemiologist, Data Manager, and MCH clinical and evaluative consultants. The AATCHB also will be part of the leadership team.

SPECIFIC DUTIES:
Responsible for implementing and managing all grants, cooperative agreements, and other contractual arrangements related to NPHS program.

Serves as Director relative to the AATCHB’s Memorandum of Understanding with all Tribes participating in the NPHS program.

Responsible for program management and accountability in accordance with federal policies and with AATCHB policies and procedures.

Plans and implements a course of action to achieve the objectives of the project, and to ensure the evaluation of the project.

Ensures technical assistance to the Community Coordinators concerning the budget, data analysis, program development, consortium development, and sustainability. Responsible for providing current and accurate information and resource support to the Coordinators.

Guides the establishment of MCH case management program philosophy, goals, objectives, and organizational policies and procedures on health care issues not covered by precedent, protocols or policy.

Collaborates with all available resources (tribal officials, community agencies, interdisciplinary health care teams, families, state health departments, etc.). Attends meetings and training sessions, making phone contacts and coordinating services to assess health needs and plan an area MCH case management health plan.

Review statistical reports for the purpose of sharing information about the program with granting agencies, AATCHB members, Tribal officials, Community Coordinators, and others as appropriate.

Submits written reports to the AATCHB Executive Director or Administrative Officer, with identification of issues or problems and recommendations for addressing the issues.

Interprets, with the guidance of the management team, the implications for the NPHS sites and for AATCHB the implications of policies and proposed programs affecting infants and families.
Assigns responsibility for coordinating logistics for NPHS meetings.

Responsible for smooth flow of daily office operations.

Participate in training sessions, meetings and conferences related to the NPHS program.

Supports the goals of the AATCHB, and works in cooperation with other programs as needed.

Other duties as assigned.

QUALIFICATIONS:

Ability to make clear presentations and recommendations, both orally and in writing to AATCHB members, staff, high level officials, representatives from public and private health organizations.

Skilled at providing guidance and advice to board members and tribal programs.

Experience in writing successful grant applications.

Knowledge and experience in administration of grants and contracts; including evaluation methodologies.

Knowledge of northern plains tribal cultures and IHS systems experience.

Experience in working in MCH related programs.

Demonstrated understanding of professional standards of conduct and confidentiality.

Ability and willingness to travel.

Bachelor’s degree preferred, with 2-4 years of MCH related and field supervisory experience, and 4-6 years of management administrative experience.
